99 mits Eclipse

I put a brand new battery in,cleaned all the terminals very well. Lights come on when the key is turned but there is no sound and the lights barely dim . Any ideas before I pull the starter out??

A little late, check the ground (black) wire from the battery and make sure it has a clean and tight connection to the chassis. Also some cars have a smaller wire for ground and you may want to check its connection too. It's not the starter.
