Help! Page loading, broken images problem on Chrome

I think this started after I applied the windows 7 tcp/ip tweak, latency fix. Most of the time, a page won't load correctly or the images are not loading. This doesn't happen in incognito mode though and have already reset chrome and can't even access the 192.168.0.1 page. This doesn't happen in firefox though and chrome works fine in my other WLAN. Any help will be appreciated, I really want to avoid clean reinstall if possible.
