Static remote ip attached to my phone and wifi . Looking for help please .

I've had a stalker for over 6 years . I'm not computer savy and they've taken advantage of this to harraas and have destroyed or bricked some devices. Today I found a wifi broadcast ip when I checked my wifi. So if anyone knows how I can defend myself against being monitored . please have a conversation with a noob? I really don't know what to do here.
