Download speed issues.

For well over a month now I've been trying to fix our internet and I've done everything to try and fix it.
I've replaced the wireless adapters in all computers around the house, I've replaced our router, I even had our ISP come out and give us a completely new line and yet we still have slow download speeds.

It's a 10mbps line with TWC and I'm only getting about 2mbps with perfect upload speed.

These are results I got from running tests:
