Ubee ddw366 ToD filter doesnt work

Ubee ddw366 ToD filter doesnt work

I am trying to block internet traffic for 1 specific mac address from 10 pm to 6 am. I have set the time of day filter etc, added the user and mac address to the users list and added the filter but I cannot for the life of me get it to work. Cox says that Ubee provides support and Ubee says that Cox provides support....complete nonsense that I cant get someone at either end to tell me what I am doing/not doing to get this to work. Suggestions?
