Speed tests say 8mb/s, I am getting <1mb/s any ideas?

Speed tests say 8mb/s, I am getting <1mb/s any ideas?

Just got new broadband in my apartment, had one of my mates who is a telephone engineer come out and set it all up. Various different speed testing sites are saying that I am receiving 8mb/s but realistically, measuring using bitmeter and built in meters on chrome steam etc. I am only really receiving 1000kb/s. I have tried various different software packages and optimizers but nothing seems to be working for me, any suggestions?
