Comparing different providers' speeds

Hi,

I currently have internet with AT&T and an online test says
my upload speed is 0.44 mbps, and download speed is 2.57-2.59 mbps.

Time Warner Cable is offering an upload speed of 2 mgs and a download speed of 10 mgs.

Can anyone tell me if these are roughly the same, of which is faster?
