Kinda hard to explain, like most of my connection problems:
For some reason I cannot upload faster than an average of ~20KB/s a to any one send, but If I were to open multiple connections to the same person, the sum of the sends speed would be greater than what it was at 1 send. The more connections I open, the greater the sum of the upload speeds. This happens with FTP (g6/serv-u) ICQ and IRC. Various speed test show my line to be around ~1.3mbps upload (averaged)
and I can go that fast.. I just have to open about 10 different connections
I'm running a Win2k Pro Box on an AMD K7 600Mhz 256MB Ram System w/ the following tweaks applied (copy/pasted from TCP/IP analyzer):
