Win2K and Mapping Ports with ICS

I'm trying to map specific ports for use with other applications on my client computer. I'm trying to map ports 21 for FTP and ports 411, 1000-6000 and 41000-50000 using TCP ports and NORMAL translation. First of all I used the Internet Connection Sharing settings menu, clicking FTP Server in the second tab, but that did not work. Then, I tried to add keys myself to the registry. I added keys to the registry at the ICS directory in Mapping\Active I added a string value named FTP Server and the value "192.168.0.3" (my client IP). In Installed, I added a key named FTP Server, and in that another key named 0000 with the values of the ports and translations. Now when I restart the computer the ports are not being mapped to my other computer, but they are being mapped somewhere because the ports are dead on the host computer.

So how would I accomplish this? Nothing so far has seemed to work. Thanks for help anyone.

Is either machine firewalled? How are you testing the config? Can the client still access the net?

There is no firewall installed on either computer.
The config is tested using Serv-U FTP Host, it tells me the IP addresses that are being used for the server. All computers can access the internet fine.
