    Post my downloads starts high and ends low

    when i download a file my downloads starts at about 400kb/s and by the end of the download it will be about 200kb/s. This is downloading a file of 10MB or more.

    Ihave Pentium III, 550MHz, win98se, 128 memory and IE 6.0


    is this normal for my system ok can it be tweaked for a more stable download.
