I currently have Charter Communications Ultra 100 internet, which I should be getting 100Mb/s download, but I do not. I contacted them, and they said my issue could be the RWIN value is incorrect. They say I should have RWIN of 1048320. Is there a way to change my RWIN to the value they specified? I have Windows 7.
