Not Receiving Speeds I Paid For

Hi, I'm new to the these forums and I just have a huge problem that's been there for years now. My ISP is Aserty ( http://www.aserty.com/ (DSL Connection) ) I am suppose to receive 5 mbps of download and 0.8 mbps of upload. However, I only get 0.5 mbps of download and 0.10 mbps of upload according to speedtest.net .

On my router I set MTU to 1492 but for some reason it's 576 on the analyzer. Also, sometimes it goes to 1240 MTU on rare occasions.
My router is the ASUS RT-NI6 with the Tomato USB firmware. ( http://tomatousb.org/ )

EDIT: Does anyone know why I'm getting 576 MTU and not 1492 MTU?
