I've been trying to access tcpanalyzer page to display the results of my broadband settings here
but always fails, been using IE8 and this is always the error...

Connection to www.speedguide.net Failed
The system returned:
(10061) WSAECONNREFUSED, Connection refused

I'm from the philippines, and my isp is "globe"

is it just under heavy load/busy?

do you think this has got to do with my isp (blocking port 8117)

do you have another web location for the tcp analyzer?
