Serious Speed Issue!

I have noticed my speed being cut by more than half of what I'm suppose to be getting. I should be getting close to 5Mbps and I do for the first 5 min, then it drops to 1.2 - 1.6 Mbps and the speeds never go back up to 4.8 - 4.9Mbps. First I thought it was my router that is causing the problem, but I switched it out and directly connected my pc to the modem but it's still doing the same thing. I tested the modem on my mac and it's doing the same. My modem is Webstar DSC2100 DocSiS 2.0.

5 min unplug, replug results:

0.2 dBmV

Transmit Power Level
42.0 dBmV

Cable Modem Status
Operational




5 min after reset and internet traffic:

Receive Power Level
-2.6 dBmV

Transmit Power Level
42.0 dBmV

Cable Modem Status
Operational



it's only 2.6Mbps now but it will get to 1.2- 1.6 if I keep surfing web, watching youtube vidz and online gaming. And when I have another person on my network it goes down even quicker.

So I tested my speed again and here is the result after 1hr.



Should I replace my modem...
