It depends on the information you want need... Most sites provide free basic info, and some type of addon paid service, as you've noticed already.

Have you tried whitepages.com ? They provide a decent amount of free personal info, such as list of "associated people", age, addresses.

I found one of my old foster families from 20 years ago. I could only remember the daughters name as we hung out daily. Took me over a year of random googling, checking every possible lead on the last name alone. Found her unfortunately thru and obituary for her mother, which lead me to one for her husband which lead me to her town then public records search in R.I. allowed me the address for the house purchase and then I showed up. We are friends now. Long story short, You don't need to pay. It just takes some time and a bit of luck
