Can I get a faster broadband speed

Hi guys, I live in blyth uk, and I am not very savvy when it comes to broadband speeds etc. at present, I'm with sky and I'm receiving 65ms ping, 6.5mbps download and .73 upload
at best. I seem to be getting a lot of lag whilst gaming, and the Internet connection to my iPad and laptop isn't great. It also takes a long time to download films etc. my area does not cater for fibre optic broadband, however there is a deal with bt which boasts speeds of up to 70 Mbps. I'm only getting 7mbps with sky. Will I actually receive 70mbps? Any advice to improve my Internet connection and gaming speeds would be appreciated. Many thanks.
