Help me to optimize my upload and download speed for cs 1.6 server

HI, im new in this forum and wanna ask you if anyone can help me tweaking my CS 1.6 Server. My download speed is 5 Mbps and Upload Speed is 15 Mbps (on Fiber Optic). My OS is Windows Server 2003 on HP ProLiant ML350 G4p 3.6GHZ (2 processors) 4GB RAM with builtin HP NC7761 Gigabit Server Adapter.

Modify All Network Adapters - check
network adapter selection - your NIC
MTU - 1500
TTL - 64
Checksum Offloading : enabled 0
Windows Scaling - check
TCP Receive Window - 513920
MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
Max Duplicate ACKs - 2
TCP 1323 Options:
Timestamps - uncheck

Advanced Settings :
