slow speeds - need help

Hey all -- supposed to be getting speeds of 1.5 Mbs (best I can get where I live). Consistently getting .85 or so on speedtest. DSL through Centurylink (with Scattercreek as ISP). Modem = Actiontec M1000. Running Windows XP.

MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
Max Duplicate ACKs - 2

I nedd HELP... i habe a 64mb Cableline, and from my prov it iz all ok , i saw it myself...
but on my comp i get about 20mb max...i tested on speednet on dif servers same thing...

i tried normally Tuneup and every time its all fine...but yet i used the TCP IP Optimizer from here, and yetonly shi. .. happens.
So i HOPE some1 could help me pls..FAST !!
and should i use the pppoe think on the optimizer???
