Windows 7 is self tuning, so what you get is what you get.
Just pop in all the settings that I will supply you below.
Download a program called TCP Optimizer.
You can download it from here.

Once you have downloaded it, open it up and follow these settings below.
General Settings:
Click Custom down the bottom of the program.
1/ Slide the slider all the way to 100+ Mbps.
2/ Check the option Modify All Network Adapters.

Once finished, click save to Registry, then click exit.
Next...
Go into your network adapter.
Click Start -> Control Panel -> Network and Sharing Centre -> Change adapter settings -> Right click on Local Area Connection and go to properties.
Uncheck Internet protocol Version 6 (TCP/IPv6)
Click Configure.
Click Advanced tab.
Now follow the settings below.
Auto Disable Gigabit - Disabled.
Flow Control - Disabled.
Green Ethernet - Enabled.
Interrupt Moderation - Disabled.
IPv4 Checksum Offload - Rx & Tx Enabled.
Jumbo Frame - Disabled.
Large Send Offload v2 (IPv4) - Enabled.
Large Send Offload v2 (IPv6) - Disabled.
Network Address - Leave it has it is.
Priority & VLAN - Priority & VLAN Enabled
Receive Buffers - Whatever is max for you.
Receive Side Scaling - Enabled.
Shutdown Wake-On-Lan - Disabled.
Speed & Duplex - 1.0 Gbps Full Duplex or 100 Mbps Full Duplex (if not).
TCP Checksum Offload (IPv4) - Rx & Tx Enabled.
TCP Checksum Offload (IPv6) - Disabled.
Transmit Buffers - Whatever is max for you.
UDP Checksum Offload (IPv4) - Rx & Tx Enabled.
UDP Checksum Offload (IPv6) - Disabled.
Wake on Magic Packet - Disabled.
Wake on pattern match - Disabled.
WOL & Shutdown Link Speed - Not Speed Down.
Restart your computer and your finished tweaking your machine.
