Problen opening a file

Can anyone help please?
I am on VISTA and my laptop is working well, although it is slower than it used to be.
I need to update my router, and to do this I have to go to the Netgear website and download the latest version, DG843PN_V1.03.39.img which is a zip file.
This I have done several times, just in order to eliminate the problem. The next step is to open the said file and upload it to my router. Click to open and windows recommends open with IE. There is no other suitable alternative offered. This is when things go haywire with IE trying to open over and over again about once every second and all control is lost.
I have done some checking on the web and all recommend a deep clean and fix of the registry which I've done using Advanced System Care 5, but to no avail.
