    FWIW, I found a J1962 connector & cable for OBD II connections to your PC

    Here's a picture of the RS232 USB cable from the J1962 OBDII connector to
    the laptop PC using the Linux OBD2 freeware

    You can even skip the cable and go wireless bluetooth from the J1962 OBD 2
    connector to your laptop PC

    Are there any other Windows based free OBD II scan tools?

    Bring the car (if you are able) to an Advance Auto store (free) or to a local mechanic? Why bother dicking around? If you cannot do neither, why not get the code and ask someone who would be able to help you? If you are in the US of course.
