The only way i was able to reach download speed this high was when utorrent was downloading a file...what's going, what do i have to do keep this settings all the time..

On hop 8 there is kind of spike which is out your hands but could be part the promblem.

ok i went to this page http://192.168.100.1/config.html then configurations and i click on restart Cable it only took a few seconds for my cable modem to reboot it self, i was going to reset cable modem to factory default but i decided to try this first it worked and look at my speed now :

That's really weird to see the speed is high when utorrent downloads well you are referring only to one service speedtest.net, can you try other tools like speed.io, etc.

I have another problem within a few days my download speed keeps on decreasing and i have to Restart my modem when this happens..How can i keep this high speed all the time?

A new modem may help ,or it could also be an over burden node if you rent the modem you could call them ask for a new modem if you rent it, or buy your own.

If you buy ,and the isp changes the speed you might have to wait longer on the modem you bought since they usually make the firmware for the modems they lease out first.

Call first see if it's either a busy node/net congestion before buying it
