Network monitoring system

hi guys,

i'd like to ask which programming language can be used to build a network monitoring system. i have a task of designing a network monitoring system and that system will be monitoring if computers are connected on the network or not, by pinging their ip address, and the same system , i want it to be allocating different bandwidths to respective ip ranges.... Is there any one having ideas, which programming language i should use, thx

Why not use one of the many free or pay peroducts already out there.

thanks for your reply, but it is a school work and i have to design my own including the features i stated above. anyone who knows which has libraries which can be used to design a such system?thx
