does anyone no how to set up a free clan?

because all the clans i have been in suck!

in what i mean free is in servers TS2/Vent and a web site
the would of been called Footsteps of Thousands

but theres a catch i need 2 more admins and more members (ive got no members)

so plz help me if possible
