Smile Need Help tweaking upload speeds on Fios 20mbps u/d

Hello all, just upgraded my plan from Fios' 15mbps symmetrical to their 20mbps symmetrical and have had trouble with upload speeds since. With the 15 mbps symmetrical I was getting full use both up and down. Now with the 20mbps, I am getting full down but anywhere between 7-14 mbps up.

Modem has been powercycled and speed tests through speakeasy just came back with the following:

    Last Result:
Download Speed: 20733 kbps (2591.6 KB/sec transfer rate)
Upload Speed: 14972 kbps (1871.5 KB/sec transfer rate)

I know it might be nitpicking at this point but if I'm paying for 20mbps, I'd like 20 mbps. ;-)

Any help would be appreciated! here are the stats

    System: Windows XP Pro SP2
Connection: Verizon Fios 20mbps symmetrical up and down
Computer in question is connected directly via ethernet cable to Actiontec MI424WR router provided by Verizon

well, i did update to sp3 (not to get better speeds but just becasue i had forgotten to up until this point)

applied your settings, rollingstone, and still stuck at 15mbps upload (download is fine)

looks like my TCP recieve window is not changing with TCP Optimizer. Should i try Cablenut?

Try using Cablenut with the following field values included:

    DefaultReceiveWindow - 511104
    GlobalMaxTcpWindowSize - 511104
    TcpWindowSize - 511104
