Slow DL speeds and (perhaps) packet loss while playing games

Help me solve my problem please.

I'm currently paying for 4MB/512 Kb PpoE DSL but i cannot get those advertised speeds.

Furthermore, when playing online games, such as World of Wacraft, and despite a really low latency (15-20 ms), i get some kind of action delay/lag.

I'm using a D-link DGL4300 with QoS enabled/firewall disabled, if that can help.
