Really bad upload speed problem, please help!

Hi I'm a new poster, but I've been using the amazing tweaks here on speedguide.net for quite some time. However I've been running into a recent snag with my internet connection. For some reason, my upload speed has been dropped from its usual 1.5k value all the way down to 300 kb/s. I thought it was my ISP at first, so I tried connecting the internet to another computer. And lo and behold, the upload speed went to 1.5k, so it isn't my ISP. My download speed is somewhere in the 16k range but my upload is very very limited at 300kB/s. (These are all speakeasy values). I ran a virus scan, ad aware scan, spybot S+D, and they didn't catch anything. Is there any way I could try to figure out whats hogging my upload speed rate on my computer? I was talking with techsupport for my isp also and they were saying something about "tracert" to try to figure it out, but he wasn't so clear. I'm really lost with this and any help would be most appreciated. Sorry for the long, convoluted post and thanks for reading it. Take care and have a great day!

boot the comp to safe mode with networking and run a few tests... but also try to run superantispyware to see what it picks up.

trace rt looks good to me.... try to a few other locations such as to where your wanting to download and upload from alot. If the results are the same its most likely on your ISP.
