Thats about 1250 right there, plus Vista Home premium can be had for 112 bucks more if you need it, that still gives you room for a case and CD/DVD drives.
Could drop down to the next CPU and a different PSU, plus springing a bit more for a 8800GTX card, but that wouldnt be a bad system there for gaming.
i would look strongly at a quad core for the same amount of money, assuming you are willing to overclock some and the mobo supports it, it would really help on some software.

Will he overclock it or keep it stock?
Quad cores are nice, I sure as hell want one. But for a casual user with some gaming I would rather have a higher clocked dual core cpu.
