Nope. The TCP Optimizer is a run once program that makes adjustments to your Windows Registry. After reboot, TCP Optimizer will not be running live and thus will not consume CPU resources.
When web pages load faster, your browser will be consuming CPU resources to display the pages: high consumption but over a short period of time.
If your web pages load slowly, your browser will consume less CPU resources but over a longer period of time.
Thus total CPU resource consumed will be the same but over a different time period.
