transfer rates

I have Adsl. My transfer rate is 300-350KB when first start a download but then dwindles down to 100-125 KB. My connection speed is 1.47mb what's wrong with my system and what can I do?

I assume you mean your connection spead is limited to 1.5Mbps that would equal about 150KB/sec

It sounds like your hitting close to your download speed right now

Yeah, if you have a 1.5mbps connection, then you won't be able to get above that except for quick speed burts, which it sounds like your experiencing. Just FYI, w/DSL you will only see about 85% of your rated line speed due to transmission overhead. That's just the way it is. Trust me, I know b/c I used to have a 1.5mbps ADSL connection. Anyway, you should be getting around 150KBps so you have room for improvement. Try the appropriate patch on the page mentioned by Brent and see if it gets you to your max.
