restarting computer to change freq?

I have a cable modem and I have a question. I understand how when you first boot up the cable modem calls the server and gets a freq. to use for downloading and uploading. Now, I'm assuming if you turn on during peak hours, you are given less bandwidth. So, does your bandwidth increase and decrease as people in your portal sign in and off? Can I get more freq. if I were to restart my computer after peak hours? Thanks!
