Cable Modem download slowdown.

I use a cable modem to access the net. For a month now I have noticed the download time for a file has increased dramatically. If the download kb,s start off at 100K/sec, they quickly drop to dialup speed. The cable techs have run all kinds of tests and tell me that it is not on their end. I go to a friend's house during the same part of day, download the same file, and it takes three times less to do it. I have tried installing a pristine version of XP, thinking maybe there is something in the registry that has corrupted the app. to no avail. Any help is appreciated
