Lmao I have the same setup the p5b was alright I suggest keep it the same brand ,bu different model. I got one of those p4b's with the missing sound card promblem or one day the onboard card was there then gone no matter what I did.

Make sure you don't have any file sharring appications in the background running. If you are using a wilress router make sure your cordless phones and crouter are brodcasting ong on a different channel. Make sure your extender and router are on the same channel and both are brodcasting the same signals. You could try to manual ip the extender so it sees the gateway faster it should help the drops.

What windows version are you using ? Are they both on the same workgroup name same ip and subnet?

Your speeds seems to be ok for the 3meg plain most of the time you only get about 80 to 85 percent of your advertised speed.

Not much you can do about ping ,but try the optimizer and select optimal. Try leaving your modem and router off for a bit see if the ping gets better.

I would swap out the modem and also check the router and modem's firmware date. There could be a firmware update on the modem that may resloved the issues. This site has the manual and a frimware update to chsange into a router mode however since you own a router you want the modem in a bridge only ...

Try looking into surge protectors and or groundig rods both are in expensive if i'm not mistaken in some areas the power company could put on one for you as part as their service if i'm not mistaken.

Use the sg optimier and select optimal. Try setting your network card to full duplex in control panel network and sharring change my adapter settings it could listed under link speed as well.

The bad first a friend of mine got hold of an old dell dimension with rambus ram i had it working dropped it off . It Starts beeping saying there is no ram. What's odd is all the diag lights show green execpt the one on the back that has two yellow and the rest green according to dell it's a memeory...

Your ping times look better make sure your modem firmware is up to date and also your windows seoftware/drivers are updated.

You need to get that mtu up to 1492 try using teh sg optimizer to change it. If it's still stuck after using the opitmizer and appling the settings and reboooting it could be stuck on the modem.

Try the optimal for a litlle longer see if they pick up my understanding it's more of a dynamic adjustment then a static one ,os it changes when needed...

Was it slow browsing or slow speed or both?

There is usually a theroitical speed and actual speed.. It's not uncommon for isps to provide slighly more than adervertised ,but to get the full 12 is more then unlikely aslong as you are at 80-90% of advertised speed your doing pretty good..
