First of all look at the server info before setting, if it has its maxrate set to 8000 then you might as well set yours to the same.
Some servers are at 10000, others higher. With your bandwidth you shouldn't have any problems putting in high rates especially if you are only gaming with one PC thru your connection.
As far as cl_cmdrate and cl_update that would all depend on what PC you had and how many fps your RIG can handle without lagging. I have both of mine set to 30,, that is plenty for me,,, my RIG runs at 100 fps but as far as updating the server and the server updating me I just leave it at 30.
Of course I have 3 to 4 rigs all playing at the same time.
