Download speeds

I am currently using Rogers Hi-Speed Lite. When I ping Rogers or any other internet site (like Yahoo.com) it is avg. about 32ms. I have used several speed tests online and they are saying that my connection is okay. However, downloads from anywhere (IMesh, download.com, foxsports.com) won't exceed 12KB/s!!

I am using Windows 98SE, have 128 RAM, PII 450. Everything else is running smoothly. Also tried the tweak from this site and still getting the same results!

Rogers hi-dpeed light is rated at 128 kilobits down, which is 16 kilobytes. At 12, you're not doing badly.
