Never seen a rackmount cable modem, but I'd bet someone makes them if you look hard enough. No doubt they cost more than $50, though.

Rackmount router? You'd need an ethernet to ethernet unit, like a Cisco 2611 or 2511 or similar model. There are others, not sure what you are prepared to work with.

You can make a very good router yourself using a low end Pentium with a standard linux router prepackaged release. Just make sure you are two network cards that are support by the standard release and you're in business.

Ebay is a good place to find used 1U rackmount CPU's of all types. Here's a list.. http://search.ebay.com/search/search.dll?cgiurl=http%3A%2F%2Fcgi.ebay.com%2Fws%2F&MfcISAPICommand=GetResult&query=1u&categoryid=&ht=1&category3=1484&SortProperty=MetaEndSort&BasicSearch=

I was thinking about building my own router from a cause like this one http://www.gtweb.net/j1135.html and use Freesco from http://www.freesco.org
That seem like to shouldnt be too hard. I have worked with freesco before its pretty cool
