How would I go about tweaking my connection to produce better results on Win98?

Here is the result of my TCP/IP analyzer.

I typically recieve around 200 KB/s on downloads. My Upload speeds are much worse, around 15 KB/s, and I understand that uploads can't really be changed much.

Any tips for CableNut settings, or my registry that could bump my speed up a bit?

How would I go about figuring that out? I have basic cable internet from Comcast...The caps should be somewhat standard, correct?

If you want, I could call Comcast tech and figure that part out if you'd like.

OK Comcast is 1500/128, if you are getting 200 kilobytes on downloads you are above your caps, you might try adding the following to Cablenut:

Also your upload speed is fine 15 kilobytes is 120 kilobits so you are right at your caps.:) :D

Hmm, it appears my downloads actually slowed down a bit with the tweaks...any one individual tweak that would do that?

Previously I had my tweak for cable nut set as the default Win98 one, I believe all I changed from that was the amount of max connections from 1000, to your 64. All the others were either new, or the same.

Right now I'm getting around 170-180 KB/s

Nothing should have slowed anything down, 170-180 seems more accurate for your caps, try reverting back to your previous settings and see if it helps.:) :D
