Is the only way this port is in use isif netbios is enabled, or can this port be open with out it enabled?????
Also if the port is open nbtstat returns host unknown?????

It is normally used by the netbios but disabling it you can't browse (port 137) the network even if you can still reach the hosts on the network.
If port is open you can query the netbios table of the remote computer by: nbtstat -a <remote host>
NetBIOS uses three ports:
137: NetBIOS Name Service
138: NetBIOS Datagram service
139: NetBIOS Session service
The port is present if service is up
