Sorry I should have posted this earlier here is my analyzer test:

TCP options string = 020405b40103030001010402

MTU = 1500
MTU is fully optimized for broadband.

MSS = 1460
Maximum useful data in each packet = 1460, which equals MSS.

Default Receive Window (RWIN) = 4380
RWIN Scaling (RFC1323) = 0 bits
Unscaled Receive Window = 4380
RWIN is a multiple of MSS
Other values for RWIN that might work well with your current MTU/MSS:
513920 (MSS x 44 * scale factor of 8)
256960 (MSS x 44 * scale factor of 4)
128480 (MSS x 44 * scale factor of 2)
64240 (MSS x 44)

bandwidth * delay product:
Your RcvWindow limits you to: 175.2 kbps (21.9 KBytes/s) @ 200ms
Your RcvWindow limits you to: 70.08 kbps (8.76 KBytes/s) @ 500ms
Consider increasing your RWIN value to optimize TCP/IP for broadband.

MTU Discovery (RFC1191) = ON

Time to live left = 18 hops
TTL value is ok.

Timestamps (RFC1323) = OFF

Selective Acknowledgements (RFC2018) = ON

IP type of service field (RFC1349)= 01011100
Precedence (priority) = 010 (immediate)
Delay = 1 (low delay)
Throughput = 1 (high throughput)
Reliability = 1 (high reliability)

I am concerned with my upload as you can see. Mostly because I play alot of networked games and experience some lag when my upload is low like that.

Cameron:

Your RWIN is w-a-y too low. For 384/2000 caps, use the following:

DefaultReceiveWindow(RWIN) - 256000

DefaultSendWindow - 49152

Looks like a good improvement tested them at around the same time upload speed has come up nicely here is my SG analyzer:

Note: Under Windows 9x, if you have RWIN set to any other value, and the Analyzer reports 65535 you might need to install the MS Vtcp386 fix.
For optimum performance, consider changing RWIN to a multiple of MSS.
Other values for RWIN that might work well with your current MTU/MSS:
513920 (MSS x 44 * scale factor of 8)
256960 (MSS x 44 * scale factor of 4)
128480 (MSS x 44 * scale factor of 2)

Any other suggestions? Comments? Does it look like my TTL is ok? Isn't 50 a little high?

Set your TcpWindowSize & GlobalMaxTcpWndowSize to 64240 and leave it, you are at your caps, don't go any higher.:) :D

That last speed test my rwin was set to 128480 for some reason my connection zooms at that setting but when i do the analyzer test it shows it set to 65535 for some reason. i am running windows xp home

I know you are saying that i should use 64240 but when i tried both of them I consistantly got higher dl speeds with the 128480 value but like i said the analyzer shows it as 65535??????

The reason I suggest 64240 is that if you are getting those speeds with 65535 then setting it to 64240 will make it an even multiple of your MSS which is better. If you want to set it higher than 65535 then you need to set Tcp1323Opts to 1 to enable large window support.:) ;)
