The name of the game is Moonbase Commander. This little gem is only $20 and from what I gather of the demo, worth every penny.
I am not even going to explain it. Play it yourself and see what it is. If you don't you are missing out on one of the greatest games to come under the mainstream radar in ages.
This one has the addictiveness of a really good flash game and the depth and scope of a fine PC strategy game. And it's turn based like Civ. :D
