call isp complain and complain if you are adelphia ppl are regersing complaints as we speak or switch isp o

r you can try lower rwin if you did tweak connection. Also if you are on cable replace all the cables in the house that belong to company

RWIN won't change pings or stability.

If a ping bounces like that, you're stalling. With packet loss like that, it's a signal strength issue or some sort of local radio interference.
