Can someone please explain to me why i can never achieve the advertised rates of my ISP,

My caps for Bell Sympatico are : 960 down and 120 up.

I dont even achieve 500kps, Ive tried different RWIN's changed settings and still no decent results.

System Specs : P3 800, 512MB, D-Link Ethernet NIC, WIN ME, SiS 730

Analyzer results are:

TCP options string = 020405ac01010402

MTU = 1492
MTU is optimized for PPoE DSL broadband. If not, consider raising MTU to 1500 for optimal throughput.

MSS = 1452
Maximum useful data in each packet = 1452, which equals MSS.
MSS is optimized for PPPoE DSL broadband. If not, consider raising MTU to 1500 for maximum throughput.

Default Receive Window (RWIN) = 17280
RWIN Scaling (RFC1323) = 0 bits
Unscaled Receive Window = 17280
For optimum performance, consider changing RWIN to a multiple of MSS.
Other values for RWIN that might work well with your current MTU/MSS:
511104 (MSS x 44 * scale factor of 8)
255552 (MSS x 44 * scale factor of 4)
127776 (MSS x 44 * scale factor of 2)
63888 (MSS x 44)

bandwidth * delay product:
Your RcvWindow limits you to: 691.2 kbps (86.4 KBytes/s) @ 200ms
Your RcvWindow limits you to: 276.48 kbps (34.56 KBytes/s) @ 500ms
Consider increasing your RWIN value to optimize TCP/IP for broadband.

Try the following:

1. Power cycle your modem.

2. Open IE and select tools - internet options - connections - LAN settings and make sure nothing is checked.

3. Try RWINs 23232/34848/59532.

4. Check with your ISP to see what NIC duplex mode is supported and set yours accordingly.

5. Clear your temporary internet files.

6. Try and repair IE, control panel - add/remove programs - select IE and remove an option will appear to repair.

7. Do 10 speed tests from Speakeasy and take the top 5 results and see what the average is and make sure nothing is running in the background.

8. Try the OOL ftp test in "My Tips" and see what your results are.

9. Sometimes no matter what you do it just aint gonna happen due to factors beyond your control.:(
