ping problems (pretty bad)

i use cable ok, i play cs pretty much all day and i basically live on it. but theres been a problem lately. i use to get everywhere i went 120ms, now im lucky if i get 120ms at midnite (more bandwidth for me and less traffic everywhere else aswell) and im usually seeing 300ms (but my network admin wont do anything unless it goes over 400ms)
and ive tried everything i know how to do, ive given my IRQ11 more memory for my ethernet card. ive tried DR.TCP (from http://www.dslreports.com ) and ive tried cablenut ( http://www.cablenut.com ) ive tried changing my rwin, well just about everything you can with a cable modem in that area.

and then i found my way here and i figured some of you guys could help and im at a loss now cause i dont know what to do anymore

NOTE: pings are like this everywhere every game but my d/l speeds are decent so they dont know whats wrong. (ive even tried in game tweaks)

Try to make your pings worse, make them way over 400ms and then have your ISP work on it for you, lol.

ahh but theres a prob. they use this motive support thingy that lets them into my computer and they can check every modem setting

get the speedguide patches, and do you know what your best rwin is at this time? If not i recommend going to the cable/dsl forum and post there, they'll get you running in no time
