Probably does work.
There are a finite number of ways to boost performance, other than getting new hardware, all of which can be donw manually. Thjis app probably just provides a neat interface for thos things that can be done.

I wouldn't buy into it, if there is one thing I know - it's tweaking. The best advice I can give you for maximizing the performance of your system short of overclocking is use X-Setup (http://www.xteq.com) and tweak away it contains every single tweak I see people suggest plus a 1000 more. There are also MANY sites (here being one of them) that specialize in tweaking and optimizing my favorite and in my opinion the best overall site is Axcel's Max Speeeed Guide (http://members.aol.com/axcel216/).:) :D
