Click the New to tweaking link in my signature. Provide the information you didn't in your first post. All the TCP/IP Analyzer does is show your settings... which are default right now.

As for your friend's speeds.. does he have 56k? Those speeds are waaay to low for a broadband connection.

Your RWIN value is way too low for a cable connection. Change it to 256960, reboot your computer, then test your connection again.
