Logged in as admin can't you just go into windows explorer then go into documents and settings choose the user you want to remove shortcuts from and delete the shortcuts from the desktop folder of that user?

  you have to find the shortcut in your folder %windir%\Documents and Settings\All Users\Desktop\
Just look for the shortcut and it to your clipboard. Now go to the other users .. e.g %windir%\Documents and Settings\Stephanie\Desktop and then paste it there.. make a copy of it and past it in the other desktops excluding your own..

But if you don't want it on your desktop you have to make sure its not in %windir%\Documents and Settings\All Users\Desktop.

I have to go through all that just to keep the Yahoo links off my desktop.. because I don't use Yahoo Yahoo puts a Yahoo Messenger shortcut in %windir%\Documents and Settings\All Users\Start Menu\Start Up and also %windir%\Documents and Settings\All Users\Desktop... Man that gets me mad.. but I found out by accident one day that by deleting it from the desktop while logged in as Administrator it deletes it from everyones desktop. Very Stupid Windows XP.. but Now you know.. If you still have Questions just ask them.
