MTU = 1492
MTU seems to be optimized for PPPoE... If you are not on a PPPoE connection, consider increasing your MTU to 1500 for optimal throughput.

MSS = 1452
Maximum useful data in each packet = 1452, which is equal to MSS.
MSS is optimized for PPPoE. If you are not on a PPPoE connection, consider increasing your MTU value.

My caps are suppose to be 768/128....any Ideas?

Your RWIN is way too high for those caps. Try 31944, 43560 or 63888.:) ;)

What about if my caps are at 1.5mbps download, what RWIN should I use then?

Used all 3 of the rwin's you posted and tested from 3 different locations....all the speeds were almost Identical...544/136....542/138........544/135 respectively. Uploads hitting caps but downloads not? Beginning to wonder if I dont have 512/128 which verizon no longer offers but maybe Im granfathered in since I've had it for 2 years???
