Video Capture software

What's software packages are good for video capture and editing?

The ATI bundled software with my Radeon 7500 AIW leaves a bit to be desired, and I only have Adobe Premire 5.1 (old version).

I want to record low bandwidth clips for emailing, as well as some MPEG1 Video CDs.
