try CoolPage
www.coolpage.com
I was a beta tester for it, and it's pretty nice.

You could also check out Dreamweaver (http://www.macromedia.com) or Frontpage (http://www.microsoft.com/frontpage/)

If you have MS FrontPage it is a very easy program to learn and use quickly. It is included in some MS Office packages.

Personally, I prefer notepad.

notepad is great...and so is Note Tab Lite. Doesnt add anything for you unless you want it too. Can open and change multiple docs with it too

While I agree with Mike_W and agentbeast, p2ii requested something basic.
