I need help with setting my network card latency. I don't know how to do it. I didn't seem to appear in my BIOS, and I am not sure if the 'TCP optimizer' caused it to change. According to SiSoftware Sandra 2002, my latency clock is at 128 and it should be 32. I have noticed more lock ups and other 'unhappy' hardware because of this. How do I change it back to 32?

Optimizer did not change it, I don't know how to change back, but Optimizer did not change it, and I hope you did nor pay for Sandra as it is all over net for free:)

The latency is set in the BIOS.

It should be under PCI slot configuration.

Also Via chipset based motherboards had issues with that, just one of the many "Via quirks". I remember seeing a couple of months ago some fix for it, latest 4 in 1's, and possibly some other patch.

There was a PCI latency patch which came out in December 2001 - don't think it was for a network card - AFAIK it was only for those who had the following problems ( from the FAQ):

Files copied from one IDE hard disk drive to another are corrupted
The computer stops ("freezes", "hangs", "locks up"), or makes unusual noises when playing sounds, especially to a Creative-brand sound card
The computer stops, or files are corrupted, when copying to or from an IDE DVD, CDROM, or CDRW drive
Sounds played by the computer are distorted or have a "crackling" noise, especially sounds from a Creative-brand or Aureal-brand sound card
The computer stops when playing 3D graphics or games, especially on an ATI Radeon series video card
